About the SCQS Whole Life Costing Service

SCQS is pleased to announce the availability of its web based whole life costing (life cycle costing) service. The service, which has been 12 months in development and testing:

• is fully compliant with BS ISO 15686 - 5 Buildings and constructed assets - Service life planning - Part 5: Life-cycle costing.
• follows the principles, procedures, data structures and definitions outlined in BCIS / BSI document PD 156865 Standardized method of life cycle costing for construction procurement.
• designed to facilitate asset management planning, option appraisal and the preparation of business cases.
• is based on a five level whole life cost category breakdown which permits data to be input and subsequently interrogated in various levels of detail.
• is in two parts - a user area protected by individual username and password and an accessible database of past projects available to all subscribers.
• allows users to export projects to other registered users.
• performs fast net present value calculations allowing users to test and retest their models quickly and efficiently.

Online Training

The whole life costing course is a part of the SCQS whole life costing service and is aimed specifically at those needing a working appreciation of whole life costing and for those who need a refresher. This 10 part programme has been carefully compiled for easy learning with questions and answers at appropriate stages. The target time to complete the course is 15 hours although clearly individual time will vary. Subscribers to this CPD programme receive on-line tutorial assistance.

At the end of the course you will be able to:

• define whole life costing
• understand the principle of present value
• understand the principles of discounting
• understand the importance of the study period and the time zero base date for the whole life cost calculation
• structure the problem and manually
• construct a simple option appraisal model structure the problem and construct a comprehensive and complex option appraisal model using the SCQS WLCS
• appreciate the sources of data for whole life costing
• be able to conduct sensitivity analyses
• be able to use the measures of economic performance in option appraisal
